If you try to organize it while you write, you’ll become frustrated. Once you have it on a paper, then you can organize it. Most of the time, this is in the form of “I want my users to….”, because at the end of the day, you want the people coming to your website to do something, right?
  2. Work with a company, friend, consultant, etc that can take that document and convert it into real requirements, wireframes, etc. It’s the equivalent to going to an architect with your house plans scratched on a piece of notebook paper and asking them to convert it into blueprints (so the construction team knows how to build it).
